I've read a couple posts about verifying Auto-Tuning level is "normal", and ensuring download speeds aren't capped in the Windows settings. I'm on Windows 10.

In windows settings go to apps, find xbox app, click advanced, repair and reset. Do the same with microsoft store app.

If you close the xbox app, you won't be able to see it however if you keep the xbox app open you'd see the download continues on both platforms, the store and the xbox app. The xbox app only shows DOWNLOAD speed.
